The scope review nobody schedules
Most turnaround scope problems are decided before the review meeting. A short note on where scope actually creeps in, and the two questions that catch it early.
Scope does not grow in the scope review. It grows in the weeks before it, one small accommodation at a time: a line added to a work list, a “while we are in there”, a repair moved from next cycle to this one.
By the time the review happens, the plan is already built around the larger number. The review confirms it.
Two questions catch most of it early. First: what work is in this scope that was not in the last cycle’s scope, and who asked for it? Second: if this line runs long, which other lines move, and has that owner agreed? Neither requires software. Both require someone in the room who has run the work.
